  • 11 Oct 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, under Clause 6(b), the Authority is authorised to receive and investigate complaints by members of the Police Service, and not just by the public. That is very good. However, in order for members of the National Police Service to be able to fulfil what is required of them under paragraph (g), which says that police misconduct may include failure to respond to mwananchi’s request for service, we must equip the National Police Service properly. view
  • 11 Oct 2011 in National Assembly: The conditions under which police officers live are pathetic. That is something which must be addressed. view

  • 8 Sep 2011 in National Assembly: Madam Temporary Deputy Speaker, I stand here to support the Motion of Adjournment and in so doing, I want to mention a few things that are of concern. The first one is that this House has worked very hard but every time we open a newspaper in the morning, all we see is criticism, abuse and words bordering on hate speech against parliamentarians. I think it is time that Parliament took this matter seriously and tried to engage the media owners so that this issue can be addressed. Honestly, we do work very hard but many Kenyans think that we ... view

  • 30 Aug 2011 in National Assembly: Thank you Mr. Temporary Deputy Speaker, Sir. I want to join my colleagues in supporting this Motion and to congratulate the Deputy Prime Minister and Minister for Finance and his staff for the effort they have put to produce this Budget. I would also like to thank the Committee of Budget in Parliament. There are complaints that we all have, but it can never be perfect. We all know that we have scarce resources and we have to prioritize. I agree with my friends that we should find ways to hire more teachers. However, we do not have to be ... view
  • 26 Aug 2011 in National Assembly: Madam Temporary Deputy Chairlady, this new Constitution is about building institutions. Parties are institutions. We want to build strong parties. We also want politicians to have faith in their parties. view

  • 25 Aug 2011 in National Assembly: Madam Temporary Deputy Speaker, I rise to support the Bill with a few comments. First one is on Clause 6(1)(a), I believe the way it has been set out is the right one. It says, “or an equivalent” but I would have said, “or a professional qualification”, without the word “equivalent”. Certain people pursue a course in accountancy as all accountants might know, without necessarily going through the university for a first degree like members of the Institute of Certified Accounts of England and Wales and others. Madam Temporary Deputy Speaker, on Clause 21, I would have thought there would ... view
  • 17 Aug 2011 in National Assembly: Thank you, Madam Temporary Deputy Speaker. I stand to support this very important Motion. I would like to thank hon. Ababu Namwamba for introducing it today. As I speak, there is a crisis in parts of the country regarding food. I feel sad that part of the reason for that is our own making. It is related to corruption and lack of good seed. Madam Temporary Deputy Speaker, I am sure that you had time to read the newspaper yesterday which indicated that maize production in Kuria, Kisii and in your own constituency, Sotik, was very poor because of bad ... view
