Mr. Temporary Deputy Speaker, Sir, in this particular matter of Ken-Ren Chemicals and Fertilizers Company Ltd, with regard to the Government guarantee that was made; one of the claimants was a company called âVoest Limitedâ, which went to court and was granted the value of US$3 million as a refund that was due, due to the guarantee that was made and this company not being able to deliver. It is shocking to note that even after the Government of Kenya got that award from court, it failed to collect it.

Mr. Deputy Speaker, Sir, as much as the Minister does not want to pursue the issue that came out about stigmatization, has she given proper clarification because some of us who were with her in Mombasa understood the context in which she made the statement and supported her statement? Some of us are ready to support her on that statement that she was seeking for guidance and not stigmatizing anybody with HIV/AIDS. Would she like us to support her on that?

On a point of order, Mr. Speaker, Sir. Is the Assistant Minister in order to mislead the House by saying that there was a revolving fund and at the same time state that the money was sent back to Treasury knowing very well that a revolving fund revolves within itself? You do not have any money coming out of such a fund except for the intended purpose, which in this case was fertilizer financing and purchasing.
