According to this Bill, they will be required within seven days to submit the same to the Senate. The Cabinet Secretary shall publish a monthly report on actual transfers of all conditional allocations to county governments. Here, we are talking about monthly reports, which will be required by law to publish. Like many have said, this is a straightforward Bill but it sets out the structure of disbursement of the conditional and non-conditional grants to the counties. Senators have emphasized that the funds which are sent to the counties is not private money. It is money that should be utilized as per the requirements and in order to serve wananchi.
