Mr. Speaker, Sir, the annual allocation to counties is based on the provisions of the Division of Revenue Act (DORA) as required by Section 191(3) of the Public Finance Management Act, 2012. The Division of Revenue Act, 2020 gives a total allocation of Kshs369.8 billion to county governments for the Financial Year 2020/2021.
