Mr. Speaker, Sir, I would like to comment on two statements. The first one is by Sen. Cherarkey. After elections, normally, Senators, Members of County Assemblies (MCAs) and Members of the National Assembly go through induction. It appears our governors also require to be inducted by the Intergovernmental Relations Technical Committee (IGRTC), so that they get to know that when they are invited to the Senate or committees, they need to honour. It is not a favour for them to come to the Senate. Our job is to do oversight, representation and legislation. So, we need to work closely because ...

instead of coming to this House. The Senate adjourned early because of some flimsy reasons. That is something they can even send the Director General of Kenya Wildlife Service (KWS) or even the Principal Secretary, instead of wasting the Senate’s time. It is unfortunate that we are losing our young girls through femicide. Like Sen. Beatrice Ogola said, some of this could be relationship-related. Others could be some criminals who are after organs. We need the Inspector General (IG) of Police to stamp his foot and authority and ensure those who are carrying out abductions and killing our girls are ...

Mr. Temporary Speaker, Sir, I want to confirm to the House that the new Cabinet Secretary for Education was my classmate at the University of Nairobi (UoN), Faculty of Law. I congratulate him on the appointment. We look forward to you serving our country and our education sector diligently as you have always been. Baringo County where I come from has three constituencies that have had many challenges in matters security. Many schools have been closed. Through Government efforts, there has been some peace in that area. Some of the schools are now being reconstructed in Baringo North, Baringo South, ...

Madam Temporary Speaker, I wish to comment on the statement by the Senator for Nakuru. Compensation for victims of national disasters in this country is a big challenge. Disasters arise because of either landslides or floods. When floods or landslides occur, people lose lives or livestock or their property is destroyed. The Government responds, but they are forgotten immediately after. That is why the victims in Naivasha have not been compensated. It is unfortunate. Last month in Baringo County, we had landslides in two places. There is a place called Sirwa in Mogotio Constituency and others called Chebogel, Kasisit and ...

build houses for those people, provide food, and so on. Those are Kenyans and we should help them. We need to come up with a law which will help the country, not only in Baringo and Nakuru counties, but everywhere. Madam Temporary Speaker, I support the statement by the Senator for Nakuru County. As they do that, they should consider the people of Sirwa in Mogotio Constituency and Kasisit in Baringo North Constituency, Baringo County.

Thank you, Madam Temporary Speaker. I beg to move- THAT, this House adopts the report of the Standing Committee on National Security, Defence and Foreign Relations on the report on Petition by Mr. Samuel Esapar concerning the state of insecurity in Turkana County, pursuant to Standing Order No. 238(2) of the Senate Standing Orders. Madam Temporary Speaker, I wish to give the House a brief background. As you are aware, Parliament enacted the Petition to Parliament Procedure Act No.12 of 2012 to make provision for the procedure and for the exercise of the right of a petitioner, of a right ...

In addition, there are land boundary disputes, boundary expansion, competition for livestock, pasture, and water which make the raids to continue. Political incitement, facilitation of bandits, ethnic mistrust and hatred are major factors contributing to the ongoing insecurity. Madam Temporary Speaker, there are many reasons for this menace and it keeps on becoming complicated from time to time. It used to be a cultural issue, but now it is commercial issue. To look for the people funding this, supporting this or facilitating this problem has been difficult to come across them. The prayers of the Petition, were that the Senate ...

Even to access economic, social, political rights is not easy because polling stations are shifted. People do not vote because areas where they have registered to vote cannot be accessed. This has affected the rights guaranteed by the Constitution to the residents of these areas. (b) Cattle rustling and banditry have plagued much of the North Rift for years, with an upsurge witnessed in recent years. Whereas in the past, cattle rustling was associated with cultural practices among neighbouring communities, the practice has evolved into a serious crime involving killings and disruption of the socio-economic activities of the affected communities. ...

There is inadequate transport and communication infrastructure that has made banditry-affected areas inaccessible both in terms of incident reporting and movement of the security personnel. What are the recommendations of the committee after listening to the petitioner and the other stakeholders and making those observations? We have the following recommendations. Arising from its observations on the petition, the committee recommends that- (1) That the Senate leadership prevails upon the leadership of the National Assembly to fast track the consideration of the Prevention of Livestock and Produce Theft Bill (Senate Bills No.12 of 2023) and the County Boundaries Bill (Senate Bills ...

That the Minister of Interior and National Administration fully ensures that there are community policing initiatives in order to ensure community preparation in security matters in the affected region is implemented. Madam Temporary Speaker, while there is no avenue for compensation for the lost livestock because of insecurity, we recommend that the Director of Criminal Investigation (DCI) carries out a thorough investigation into the alleged theft of the purpose of the prosecution of the perpetrators by the Office of the Director of Public Prosecution (ODPP) and provide a status report to the Senate within six months of the tabling of ...
