The suffering of people in these counties, Turkana included, is so serious that both the national Government and county governments should come together to see how best we can move forward. This Motion is so critical that if we move now, then even the Senator for Turkana County who presented this Petition here would not have a chance to even comment. There has been a serious problem in the country about the conflict between the wildlife and the Kenyan people, especially in the game reserves, the national reserves and so on. Further, the clerks of the two Houses also wrote to the same institutions, seeking reference and background checks relating to the suitability of the nominee. These are legal requirements that are mandatory. It should be received as we vet the nominee. Further, the Clerks of the two Houses of Parliament went forward to receive these responses. • 20 Aug 2024 in Senate: The other observation the Joint Committee made is that the nominee fulfilled the provisions of Article 78(1) and (2) of the Constitution for appointment since he is a Kenyan citizen and does not hold dual citizenship. That is a very critical point. A person serving as an Inspector-General of the National Police Service must not hold dual citizenship. It should be only one and in the country.
