Richard Onyonka when he read his statement and said that the role of parliament, both the National Assembly and the Senate, should be and must be oversight. It is time we totally scrapped NG-CDF. Kisii County has Kshs6.7 billion lying in CBK. Nandi County has Kshs2 billion lying in CBK yet the Chairperson of the Council of Governors (CoG) is telling the country there is no money yet money for Wajir County worth Kshs2.6 billion is lying in the CBK accounts.
