governor. It is very clear that the governor abdicated her duties on record. The governor said that she had delegated her roles to the county secretary. Number three, it goes to the point, where are the 1.5 million people of Meru County? It cannot be that the governor does not agree with Members of County Assembly (MCAs), the church, Njuri Ncheke and the 10 or 11 elected leaders. It is not that all others are wrong until you disenfranchise, humiliate, vilify and bully elected leaders in front of the President. Mr. Speaker, Sir, the President and the Deputy President have ...

Thank you, Mr. Speaker, Sir. Mine is a very quick clarification or guidance from the Counsel for the Governor. When you look under Article 183 on the functions of the County Executive, which encompasses county governor, county deputy governor, and Chief Executive Committees (CECs), I invite him to give me an interpretation of Article 183(c). Mr. Speaker, Sir, allow me to read. It says- “A county executive committee shall- (c) manage and coordinate the functions of the county administration and its department.” So, I want to get clarification and guidance from the Counsel on the part of the interpretation and ...

Thank you, Mr. Speaker, Sir. I needed an interpretation of Article 183(1)(c) on the role of the county executive vis-à-vis because, in cross- examination, he had indicated that the County Secretary should be the one being impeached instead of the Governor. That is why I am inviting him to clarify under Article 183(1)(c) on the functions of the county executive.

Thank you, Mr. Deputy Speaker, Sir. From the onset, I support the Petition. It is important to have academic qualifications for the Speaker so that he can have a level of understanding of the workings of the House. Mr. Deputy Speaker, Sir, leadership comes from God. We should avoid being prescriptive. In the last Parliament under the Elections Act, we postponed the academic qualifications for the Members of County Assembly (MCAs) and Members of Parliament. Leadership is God-given. We should just be proficient in English and The electronic version of the Senate Hansard Report is for information purposesonly. A certified ...

Kiswahili. You do not need to have a diploma or a certificate. Leadership should not be equated to academic qualifications. There is no need to disturb Members of County Assemblies to go back to school to acquire degrees and diplomas. It does not make sense. When you are leading, you need ‘Solomonic’ wisdom. Finally, Speakers need to be proficient in both English and Kiswahili. I agree with my colleagues that we need people with integrity and competence in what happens in Parliament outside the academic qualifications. Let us not equate good leadership with academics. We have seen professors failing nations ...
