Under Article 43 (1) on the right to health is that every person has the right to the highest attainable standard of healthcare. I oppose and reject this report in totality.

Madam Temporary Speaker, I have read Standing Order 63. The matter was brought to the attention of the Speaker yesterday evening. I notified him. In line with Standing Order 64, I agree with what Sen. Sakaja has said that we need a substantive ruling on this. If we disallow these amendments, it means that we are stifling the Members in debating this issue. This is why we are requesting a substantive ruling as per Standing Order 64.
