They are the ones who are at the grassroots level to ensure the effectiveness of oversight. I beg to support this Bill and look forward, during the amendments stage, to bring more amendments so that we can make sure that devolution works in both the spirit and letter of article 174 of the Constitution. I look forward, in the future, that the Devolution Conference should not be turned into a cultural event; but into a development event where we share real ideas on how to better the lives of our people across our country. view
