  • 20 Mar 2019 in Senate: When you look at this Gross County Product Report and the Auditor-General’s report, most counties were accused of either allocating zero per cent to development or even less than 20 per cent as provided for, which should be around 30 per cent to development. The issue is how we will ensure that county governments allocate this 15 per cent to development at the ward level. According to the Auditor-General’s Report, which has also been circulated in the media, most of the county governments allocated zero per cent in terms of development. When it comes to amendments, I want the Committee ... view

  • 20 Mar 2019 in Senate: Let us not leave that unilateral decision to the CEC, Finance and Planning, and the wisdom of the governor. Because of vested political interests, the Governor might decide not to support development from a ward that did not vote for him. Madam Temporary Speaker, on the issue of County Revenue Fund (CRF) formula – the Committee on Justice, Legal Affairs and Human Rights, the Standing Committee on Finance and Budget and the Committee on Devolved Governments and Inter-governmental Relations and I, are waiting for the report on the CRF formula. I know this year we are going for the national ... view
  • 20 Mar 2019 in Senate: Madam Temporary Speaker, finally, I want to say that this Bill has captured the spirit and substance of Article 43 of the Constitution on Economic and Social Rights. I hope our Members of County Assemblies (MCAs) will use this law, to ensure that we bring equitable and equal development across our counties. Thank you. I support. view
  • 19 Mar 2019 in Senate: Thank you, Mr. Speaker, Sir. I commend my neighbour, Sen. Khaniri for bringing this Statement. In July, 2018, or thereabouts, I asked a similar Statement on the issue of birth certificates in the country and also in Nandi County. Consequently, the Chairperson of the Committee on National Security, Defence and Foreign Relations, my good friend, and the Senator of the great people of Nairobi City County, Sen. Sakaja, famously known as “Super Senator,” brought back a Statement that still shocks me to date. The answer that was given by the Committee was wishy-washy and it did not address the same ... view
  • 19 Mar 2019 in Senate: Mr. Speaker, Sir, I agree that as the Chairperson of the Committee on Security, Defence and Foreign Relations, he faces a lot of challenges, because security is key in the running of the national Government. view
  • 19 Mar 2019 in Senate: Mr. Speaker, Sir, the Acting Chair of the Committee on Security, Defence and Foreign Relations, Sen. Sakaja, has been discharging the duties of the Committee with distinction. Maybe that is a sign of good things to come in the near future; but we are not looking into the future without the Chair of the Committee, who is Sen. Haji. view
  • 19 Mar 2019 in Senate: Mr. Speaker, Sir, when Sen. Sakaja brought the Statement, I was out on parliamentary duties. There were allegations of corruption in Kapsabet and Nandi Hills registries, and the answer by Sen. Sakaja was that it was not true, yet they did not even find time to investigate further. view
  • 19 Mar 2019 in Senate: Mr. Speaker, Sir, the issue raised by Sen. Khaniri about birth certificates is a challenge that faces every Kenyan from Mombasa, Busia, northern Kenya and everywhere, including in Nandi. There are more than 17,000 children in Nandi who might miss to register for national examinations because of lack of birth certificates.
