Mr. Speaker, Sir yesterday, in the Cabinet meeting led by Dr. Fred Matiang’i, he said that the National Education Management Information System (NEMIS) will sort out the problem of birth certificates, and that the Huduma Number will be a one stop shop. Many Kenyans have a challenge when it comes to acquiring birth certificates.

Sen. Sakaja is here. I request the Committee to assist by providing a framework to ensure that every Kenyan can access birth certificates as a right, and not as a privilege. Mr. Speaker, Sir, we have a problem with issuance of birth certificate in the Kapsabet and Nandi Hills registries. However, when you pay Kshs1,000 or Kshs2,000, your birth certificate miraculously appears. One of the proposals that we are looking forward to is that village elders and assistant chiefs should be given powers to ensure that birth certificates are provided everywhere in this country.
