Thank you, Mr. Speaker, Sir. I rise to support this Motion. I want to agree with most of the sentiments that my colleagues have expressed. The Senators who have been nominated to the PSC are my neighbours down there; that is, Sen. Khaniri, Sen. Cheruiyot and Sen. Mugo. I am happy because you can see the blend of people with experience and the young. More so, we are happy for Sen. Cheruiyot because if you look at the National Assembly and even this House, most of us are youthful and there are particular demands that young people have which are ...

So, we hope that with the input of Sen. Cheruiyot and other youthful Commissioners, we will give more children to this country, who will ensure that we transform the agenda. Mr. Speaker, Sir, any Senator in this country, with the exception of the Deputy Speaker, Sen. (Prof.) Kindiki – who went to that school to ensure that the classroom was built – shows you that Senators do not have anything else except their blood, sweat and energy to give back to their constituents back in the counties. Therefore, it is high time, as the Senate, that we must sit and ...

Thank you, Madam Temporary Speaker. I rise to support the Motion on the Adoption of Sessional Paper No. 2 of 2016 on the National Slum Upgrading and Prevention Policy. Our Constitution provides that we should have access to a clean healthy environment, water, right to social amenities like education and recreation facilities. I want to agree with most of my colleagues that there is always a slum springing up everywhere and anywhere in this country, even in our counties. Going forward, this can form a basis that will allow some of us to ensure that our county headquarters, townships and ...

Thank you, Mr. Speaker Sir. On behalf of many colleagues and the great people of Nandi County, I take this opportunity to welcome Members of the County Assembly (MCAs) from West Pokot. We and the great people of West Pokot have a special connection that dates back to history. They are well conversant with that. As my colleagues have said, MCAs are a critical component of devolution. You are the people who will assist us in actualization of devolution. My humble request is; as you go back to your county, make sure what you have learned in the Senate will ...

Thank you, Mr. Speaker, Sir. I rise pursuant to Standing Order No. 46(2)(b) to seek a statement from the Chairperson of the Standing Committee on National Security, Defence and Foreign Relation regarding the registration of births in Kenya. In the statement, the Chairperson should:- (a) Explain the cause of inordinate delay in the processing of birth certificates in the country leading to long queues in the offices of the registrar of births and especially in Nandi Hills and Kapsabet Registries. (b) Explain the policy on issuance of birth certificates indicating the criteria used to process the birth certificates. (c) Explain ...

My apologies, Mr. Speaker, Sir. It should be the unique personal identifier. I got it correctly. So, those are the questions that I would like the Chairperson to address. Thank you, Mr. Speaker, Sir.

Mr. Speaker, Sir, two weeks is too long given the urgency of the matter. As you have heard, in Kapsabet and Nandi Hills parents are forced to walk long distances to the registries and even sleep on the queues. I would request the Chairperson of the Committee on National Security, Defense and Foreign Relations to look into this matter immediately.

Mr. Speaker, Sir, I agree that two weeks might be necessary given the gravity of the issue. However, I wish that the Chairperson could give us a way forward within the next seven days with regard to the issue of extending the period of issuance of certificates, in compliance with the requirements by the Ministry of Education, Science and Technology, so that children do not miss the registration process.

Thank you, Mr. Speaker, Sir. I agree that the question that the Senator has raised is very important. For the first time in this country, we are witnessing the drying up of rivers and many water sources. We are having a lot of infrastructural expansion and sprawling urban centres and many developments that might affect the riparian areas. I would want the Chairperson to tell us what the Government is doing to ensure that we do not continue losing these riparian areas at the expense of bringing up new infrastructural developments and urban centres. These developments might have very dangerous ...

Mr. Speaker, Sir, the issues that Sen. (Dr.) Musuruve has raised are of great magnitude and importance in this country. I am in concurrence with Sen. Sakaja. This is because I am in the same Committee with him. Some of those questions should be directed to the relevant Committee which is National Cohesion, Equal Opportunities and Regional Integration Committee. We should not target Committee on Education or my Committee. We will guide the Chairperson of the specific Committee and ensure that the questions raised are answered.
