  • 28 Feb 2019 in Senate: occasions. We have had a Committee of the Whole chaired by the Senate Majority Leader on the issue of the MES and how it is affecting our counties. I am happy that from the debate on the Budget Policy Statement yesterday, this programme has been excluded. We should treat health with the critical attention that it deserves. We are not saying that the Committee on Health does not have capacity. However, we are telling them to do their work. Madam Temporary Speaker, from your guidance and the pronouncements that you will make, you need to give adequate directions that the ... view
  • 28 Feb 2019 in Senate: Madam Temporary Speaker, we expect you to give far-reaching directions that will change how Committees will ensure that their reports are presented to this House. As a Chairperson of a Committee, I know that it is not easy, but we try our best to work hard on the reports, Statements or Petitions that come to our Committee or even going through Bills that are proposed by Members and other stakeholders in this country. We must respect the rights of the people. view
  • 27 Feb 2019 in Senate: As a Senate Committee on Justice, Legal Affairs and Human Rights, we will also be willing to work with any committee that you will assign this Petition to so that we can move forward. The one being presided over by KeRRA has gone to the rot and I hope they are listening and can be able to address some of these challenges. view

  • 27 Feb 2019 in Senate: Thank you, Mr. Deputy Speaker, Sir. I want to comment on this issue because at one point after the Committee of the Whole, the Chair of the Committee on Devolved Government and Inter-Governmental Relations, the Chair of the Committee on Health and I presented an interim report. However, since this is a weighty matter that affects many counties which are facing a lot of problems, it has cross-cutting issues. Mr. Speaker, Sir, I propose that with your Solomonic wisdom, that this issue be re-assigned to a Committee of the Whole of the entire Senate so that these issues can be ... view
