  • 7 Nov 2018 in National Assembly: Thank you, Hon. Deputy Speaker. We have had conflicts of interest in this Parliament when it comes to matters of legislation. We have seen the issue of the health laws being manipulated by one of the pharmaceutical technologists at the expense of pharmacists. So, when it comes to matters of the LSK, the people who can debate objectively are non-members. You must take that into consideration. Article 118 of the Constitution talks of public participation. A matter like this should have been dealt with by the LSK at their annual general meeting. Obviously, if this matter comes to the Departmental ... view
  • 7 Nov 2018 in National Assembly: In this context, obviously, we know very well that the LSK will be called to come and give its views. Hon. Kaluma has just mentioned that they are seized of this matter. There is that issue of other people fearing others to come up. I know majority of the lawyers right now are the young ones with one, two or three years of practice. The older ones are maybe getting threatened. It is high time we revisited this matter and debated it objectively for purposes of posterity, not to put some clothes on yourself to safeguard yourself because of conflict ... view
  • 7 Nov 2018 in National Assembly: interest. I am requesting the Departmental Committee on Justice and Legal Affairs to move with speed. We will also come there to represent the interest of lawyers in this Parliament. view

  • 7 Nov 2018 in National Assembly: Hon. Temporary Deputy Speaker, I beg to second the Procedural Motion as moved by Hon. Washiali. view
  • 7 Nov 2018 in National Assembly: Ordinarily, we know that on a Wednesday morning, the business of the House is for Private Members. But, for today, Order No.11 touches on committee work. I thank Hon. Kathuri, the Chair of the Special Funds Accounts Committee for the good work he is doing. So far, they have tabled a number of reports. It forms part of the business of the House. I thank them. view
  • 7 Nov 2018 in National Assembly: When it comes to matters of Private Members, as Hon. Washiali has put it, the core business of Parliament is to legislate. I know Questions have been reintroduced and you do not have to do research. Questions are straightforward. As he has clearly put it, it focuses on oversight. But for us to remain relevant, as far as legislation is concerned, we should come up with Bills. We should look at the technical team. Some of us proposed Bills more than seven months ago and we have not seen them slotted for the Second Reading. The Legal Department is sleeping ... view
  • 7 Nov 2018 in National Assembly: On the issue of Political Parties Fund, I know that since the new Constitution was promulgated it stipulated that 0.03 per cent of the national revenue should go to political parties. But it is unfortunate that the National Treasury has never allocated that amount. This is important and urgent. view
  • 7 Nov 2018 in National Assembly: Thank you. I beg to second. view
  • 7 Nov 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I thank Hon. Duale for this because it had brought a lot of concern. Some of us received a lot of petitions from pharmacists that we represent in our respective areas of jurisdiction. The pharmacist has done a degree, but a pharmaceutical technologist has done a diploma. When it comes to their functions, they must be distinct because they have different expertise. As we said earlier, it is important that as we legislate, we do so objectively. Some cadres can have advantage of being represented here, but that does not mean that you push ... view
