  • 25 Oct 2018 in National Assembly: The Chair should give the justification because in this case she has said she wants constitute training centres to be known as campuses. I know these are synonyms but what is the justification? Why should it be called a campus instead of remaining as constitute training centre? Members want to know the justification. In this country, we know campus means university. Universities offer degrees and that is why they are called campuses. It will be confusing to call them campus while they offer diplomas. So, please justify. view
  • 24 Oct 2018 in National Assembly: Thank you, Hon. Deputy Speaker. I rise to comment on this Petition and to congratulate Hon. Robert Mbui for it. People have been going to court and at times they are given awards, but payment becomes a problem. Maybe it is the highest time the Departmental Committee on Justice and Legal Affairs looked into this matter seriously. Again, there is the issue of the time value of money, namely, a shilling today is not the same as a shilling tomorrow. In issues of compensation, the time value of money has never been considered. The Committee should look for a framework ... view
  • 24 Oct 2018 in National Assembly: She should move it in an amended form. It is reading “dental” as opposed to “dentists”. For purposes of consistency, the Chair is supposed to clarify. view
  • 24 Oct 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. A correction was done on this amendment to show a degree in medicine or a degree in dentistry. We know very well that this law only affects degree holders. It does not affect diploma holders. Diploma holders have their own statutes. It already exists. So, I do not see any competing interests. view
  • 24 Oct 2018 in National Assembly: New Section 11A states about recognition of a specialised practice and states that the Council may recognise a medical or dental practitioner. I am concerned about the dental practitioner. Does it not involve the dentists? view
  • 24 Oct 2018 in National Assembly: Hon. Temporary Deputy Chairlady, I was waiting for Hon. Sabina Chege to justify the amendment. I thought midwives are those nurses who have advanced. In the explanation, it should have come out why it merits that the midwives should be there. We know midwives as nurses who have specialised in the field of delivery. You should have given that justification instead of assuming. view
  • 23 Oct 2018 in National Assembly: Thank you, Hon. Speaker. I rise to support this petition. This happened about two months ago in my constituency. Students were doing very well, but there was no money for transport. We later learnt that the Director of Education had picked some money and had promised to refund. It is high time the auditors moved in with speed to audit the officials in the Ministry of Education. Some of them want to reap where they never sowed. We know sports play a very critical role as far as learning of students is concerned. We have seen many good sportspeople who ... view
  • 23 Oct 2018 in National Assembly: We can also allow the NG-CDF to come in and help. The NG-CDF is the only money we know when it comes to devolution. We do not see the county government coming to support this agenda. It is high time we went further so that we see how we can enhance the NG-CDF later on when we think of referendum. I support. view
  • 18 Oct 2018 in National Assembly: Thank you, Hon. Chairman. When the chairman was trying to give a justification, it is actually per what he explained yesterday. We wanted him to give full disclosure as we move on. Some Members were not in yesterday. Thank you. view
  • 17 Oct 2018 in National Assembly: Thank you, Hon. Speaker. I thank you for the leadership you have provided. Let me quote Martin Luther King Jr. He said that the ultimate measure of a leader is in decision-making, decision-making not in times of comfort and convenience, but in times of difficulty and challenge, like when this Bill has been on the Floor of the House. view
