When I looked at these provisions, I did not see any which provides for the Cabinet Secretary for the National Treasury. Temporary Deputy Speaker, there is a provision which says that three persons are nominated by employees of county governments, and that at least one of them should be of the other gender. It affects the elderly. There is diabetes and hypertension. These are diseases the old are vulnerable to. For one to be safe in old age, one needs to continue enjoying the benefits of retirement. These are issue like floods. I want to thank Hon. Wario for bringing this matter to the House. Indeed, we know that we have some money for emergencies at the county and national level.   • 27 Jun 2018 in National Assembly: As the Committee looks into this, they should look at the bigger picture of families. I know some families are breaking up because of this. I know of a family where the father, a serious gambler, ended up spending the money he is sent to buy meat. We have seen children who, instead of paying school fees spend it on gambling. Even sadaka in church has reduced because instead of taking sadaka, people use the money to gamble. You cannot get anywhere through shortcuts.
