Yes, I have been mourning. That is why I am in low spirits. So, just bear with me. It is something to do with my constituency. In my community, when you mourn, there is also the aspect of crying that affects your voice. So, that is why I am affected.

My humble request is that you direct the Table Office to make photocopies of these regulations to be placed at the entrance. I went there and not all of them are available. Some of us are very serious people. We have to go through them so that we can contribute accordingly. The electronic version of the Official Hansard Report is for information purposesonly. look at the last audited accounts that were approved. We know very well that the last audited accounts that were approved were those of 2013/2014 and yet we are looking at 2017/2018. We have a deficit of about four years. This is not good for devolution. We are talking about Kshs2.631 trillion and whatever is going down to our counties is not corresponding.
