In our Bill of Rights, every citizen is entitled to safe working conditions, but some organisations go to the extent of dismissing pregnant workers. Bidco is a serious manufacturing firm. The Chief Executive Officer (CEO) of Bidco, Mr. Vimal Shah, is a very respectable man. We expect him to lead from the front. It is very disappointing because he was the Chairman of the Kenya Private Sector Alliance yet his organisation is leading in bad practices. Serious measures should be put in place to deal with these issues. Proper audit on compliance and working conditions should be carried out. Some ...

Thank you, Hon. Temporary Deputy Speaker for this opportunity. At the outset, I would like to say that it is very embarrassing that our people are starving yet Kenya is a middle-income economy. We need Hon. Nooru in the next Parliament. Despite his advanced age, I would like to say he is a very active Member. I serve with him in the same Committee. We lose a lot of money in this country through corruption. We lose about Kshs. 400 billion yet Kenyans are starving. People are starving in North Eastern and Taita Taveta. It is the Government’s responsibility to ensure the security of its people. Food security is critical as far as security of Kenyans is concerned. We have wasted a lot of money in white elephant projects. We have been told ...

Thank you, Hon. Speaker. I rise to second this Procedural Motion. Indeed, it is very critical because there are critical matters that need to be transacted by this House. As we know, we need to have elections by August. For elections to be in place, we know very well that the Chief Justice has to be there particularly to swear in the people in the selection panel. We rise to support what the Leader of the Majority Party has said. May humble request is for Members to be around at that time, so that we do not lack quorum. As ...

Thank you, Hon. Speaker. Indeed, this is a very important Bill. As we know, insurance cuts across all sectors. For you to succeed in any business, you must have insurance cover in place. The critical objective of this Bill, as we have been told, is the Takaful insurance, though it has been an issue for my friend here to pronounce it. I wish it would have been a different name as opposed to Takaful . The simple meaning of “ Takaful” is just to emphasise on the aspect of group participation so that the group guarantees others in case of ...

do not need to be a Muslim to benefit from this. We need to support it. How I wish that “ Takaful” name was done away with so that we use some name which is standard. However, since it is faith-based, we will allow it - There is freedom of everything. I am happy that it is going to allow other members to enjoy the benefit of these products. I am humbly requesting other Members to support this matter so that we clear it quickly and move on to other business. I support, Hon. Speaker.

Thank you Hon. Temporary Deputy Speaker. This is a very important Bill that is going to ensure that there is corporate governance in our State corporations. It is going to ensure efficiency and effectiveness. Directors play a critical role in any institution. They provide oversight. State corporations like the Capital Markets Authority, the National Social Security Fund (NSSF) and the Agricultural Finance Corporation (AFC) are headed by a Chief Executive Officer (CEO) or a Managing Director. A CEO plays a critical role in strategic decision- making of any entity. As they come up with proposals, they have to go to ...

while the PIC looks into issues of parastatals. I am a Member of the PIC and most of the time, we find that procurement rules are not being followed. When you interrogate the issues, you find that the problem comes from the board of directors. We can look at the KQ under Titus Naikuni as the CEO and the current CEO, Mr. Ngunze. The KLM being a shareholder and owned by the Lafarge Company, a French company and one of the biggest multinationals, the KQ CEOs represented Lafarge. That is why we had conflict of interest. In terms of corporate ...

Another issue that I wanted to mention is that we have something called professional points in many professional bodies. When this Institute is in place, some people will be too old and things will have changed. They must be encouraged to go for continuous training. We have people who practised law a long time ago and law has been changing. So, unless there is continuous training, you will be outdated. This must be encouraged in any profession, for example, in the medical practice. The way malaria was managed in the 1960s is not the same today. Things have changed. The ...
