On a point of order, Hon. Temporary Deputy Chairlady. I am just looking at the mood of the House and because there was an agreement somewhere that there should be no amendments. Instead of wasting time, as indicated earlier can I call upon the Chair of JLAC to just drop his amendments instead of wasting time? It seems there are no amendments therefore we do not need to waste time.

My point of order is to seek your direction on the elections amendment Bills that are already on the Floor of the House, which are at their Third Reading or after the Second Reading. This is because we had initially discussed and said that whatever comes out of the Report of the Joint Select Committee on matters relating to the Independent Electoral and Boundaries Commission (IEBC) will be integrated in the earlier Bills that are already on the Floor of the House. At the Committee of the whole House, it is supposed to be integrated into the already existing election laws amendment Bills that are already on the Floor of the House. I remember we suspended them pending the passage of this Report of the Joint Select Committee on matters relating to the IEBC. We also have the Independent Electoral and Boundaries Commission (Amendment) Bill on the Floor of the House. What will happen to it? Even though the nature of this Bill requires that the amendment must have gone through the CS Treasury, the fact that the Departmental Committee Chair has accepted it, we can assume that it went through the Treasury. Thank you, Hon. Deputy Speaker. I rise to comment on the Petition by Hon. Sumra, the Member for Embakasi South because Parliament cannot legislate in vain. I remember when we joined this Parliament, Hon. Koinange from Kiambu County moved a Motion pertaining to the treatment of emergency cases, whether you are in a private or public hospital.
