  • 29 Jun 2016 in National Assembly: There is also the element of the pension of teachers which should not have been an issue in the Supplementary Budget. Teachers in this country have been crying for so long. For the last three or four years, teachers who have retired have been requesting for payment. In my Constituency, I have been having cases every now and then. So, it is irresponsible for the National Treasury to bring Supplementary Budget for purposes of payment of the teachers, because the issues were not unforeseen. This issue has been there. It should have come as an issue of planning. There is ... view
  • 29 Jun 2016 in National Assembly: With those remarks, I support the Motion. view
  • 28 Jun 2016 in National Assembly: Hon. Speaker, much as I rise to support this Bill, we know very well that we passed the Budget Estimates and paved the way for this Appropriation Bill. We do not refuse that the issue has been very worrying. I do not want to discuss matters that are before court. Our worry has been that the NGCDF money is not released on time. When you go to the ground, you only see NGCDF projects. Initially, we thought that this Appropriation Bill would be our last bullet. It now seems that the bullet has been taken away. It is our prayer ... view
  • 28 Jun 2016 in National Assembly: when we do not have any allocation? As we move on, it is high time Members of the National Assembly knew how we are going to fund the oversight committees on the ground. Research has shown that 70 per cent of good plans fail because of lack of implementation. As we implement the projects that the Jubilee Government has maybe prioritised, particularly on infrastructure and security, we call upon them to implement the projects as planned when it comes to electoral reforms. We know that oversight of Government departments and programmes are done through parliamentary committees. Unfortunately, we are not ... view

  • 23 Jun 2016 in National Assembly: Thank you, Hon. Speaker. I rise to seek your direction pertaining to Order No.9 in relation to the Kamukunji we had today. We had a resolution that Order No.9 be suspended until Tuesday. However, I can see it on the Order Paper. I want to seek your direction on whether the resolution was valid or the matter pertaining to the issue of the Budget Estimates has been changed. view
  • 23 Jun 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I rise to support because this recommendation is just enhancing what had been left out. We know very well that there are so many technologists out there messing up things, but now we are happy one of the critical functions of the Board is to assess, approve and cancel. At least, that is going to bring some discipline and sanity in the sector. view
  • 23 Jun 2016 in National Assembly: I also want to register my disappointment because we passed resolutions as a bipartisan House, only for Jubilee to go and determine something without the input of CORD. This is in the wrong spirit and next time--- view
  • 15 Jun 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. From the outset, I support this amendment Bill. It is the responsibility of any Government in the world to take care of its citizens. Sometime back, I was on a trip to Turkey with His Excellency the President, Uhuru Muigai Kenyatta. President Kenyatta requested for reduction of taxes on our tea and the President of Turkey said that that was the source of livelihoods in that country and they could not do anything. That tells you that that particular government is very particular about the welfare of its citizens. It is the responsibility of ... view
  • 15 Jun 2016 in National Assembly: who grows sugarcane. Sugarcane is no longer profitable. It is the responsibility of the Government to put measures in place to help this industry to be more productive. I have seen many people coming up with the narrative that sugarcane production is not profitable. Why are we having private millers there? Many of the Butalis have come. It is profitable. It is only that the policies that have been put in place have a lot of overheads. The KRA is sleeping on the job. A lot of sugar imports compete with our local sugar. I thank the Mover of the ... view
