Thank you, Hon. Temporary Deputy Chairlady. I support this very important amendment. It is, indeed, in line with Article 118 of the Constitution which talks about public participation. In this case, we are looking at the critical key stakeholders. As it says, it is the shoe wearer who knows where it pinches. So, I totally agree with Hon. Ottichilo that as these regulations are brought in, they should include these critical people; the key providers.

Thank you, Hon. Temporary Deputy Chairlady. I rise to support this amendment. Allowing private security firms to own guns is opening a Pandora’s Box. Most of the security guards have not gone through any training. Somebody being paid a monthly salary of Kshs5,000 can use that gun to generate more income. We cannot allow that to happen. Thank you, Hon. Speaker. I rise to support this Petition. It is unfortunate that the unrest has gone up. During retired President Kibaki’s regime, we did not hear a lot of unrest. It is just during the regime of this Jubilee Government that we see a lot of unrest in the universities. I am wondering what is going on. It is very unfortunate. The young people are idling at home. Particularly, when you look at the PFM Act on equity, you will realise that you cannot discriminate along gender. Thank you, Hon. Speaker. Indeed, this Petition is very critical. We have so many other incomplete roads projects, including the road that leads to Kitale, which causes a lot of delays and accidents. When it rains, some parts of the road become impassable. It is, therefore, important to call upon the relevant Departmental Committee to take up the matter with the contractors, so that they can expedite the works.
