This popular initiative started with the four million signatures. To collect four million signatures is not an easy matter. The second phase was the verification by the IEBC. The IEBC, in its wisdom, managed to verify the signatures and forwarded it to the county assemblies. The county assemblies then forward it to the Speakers of the National Assembly and the Senate. We have no powers to amend this. This Bill belongs to the people and that is why we are a conveyor belt leading the way to the President. From the President, it goes to the IEBC for a referendum. ...

As I continue, I want to quote the words of William Shakespeare. He said that all of us on this stage are acting, but we will eventually exit. When our time comes, we will have to exit. But what legacy do we leave behind? We have been told that we are looking for shared prosperity. We do not want to preach water and drink wine. Hon. Temporary Deputy Speaker, appointments must reflect the face of Kenya. Everybody is a Kenyan, whether one is from Mt. Kenya, Endebess, Turkana or Siaya. Hon. Speaker, I rise on a point of order regarding your earlier Communication on 4th March regarding Second and Third Readings pertaining the BBI Bill. This being a House of records, you clearly indicated that it will be moved by the Committee Chair but today you have mentioned a letter from the promoters who are nominating the Leader of the Majority Party and the Leader of the Minority Party respectively, what happens to your ruling of 4th March 2021?

Thank you Hon. Speaker. As I rise to support this Division of Revenue as amended by the Senate, one thing I want to request listening to Hon. Mbadi and Hon. Majority Leader is this: Could the National Treasury appeal? This is because it seems the National Treasury should also appeal against this issue. However, the moment the National Treasury does not appeal, we are now forced to comply with the law. Therefore, my humble request is that the Departmental Committee on Budget and Appropriations should maybe give it as a recommendation for the National Treasury to appeal against this. Moreover, ...

Thank you very much, Hon. Speaker. If you want to legally acquire a firearm in this country, you go through a tedious and thorough process. Recently, the Cabinet Secretary for Interior and Coordination of National Government, Mr. Matiang’i issued some orders whereby anybody who was a firearm holder was supposed to go through the new process. In addition, in the new process you must go through the mental process. You must be examined mentally because when you have a firearm, you should be tolerant. Unfortunately, the aspects of criminality on the issue of murder case needs to be reviewed because ...

Government, I was just thinking loud whether that Petition should be looked at by the Committee on Justice and Legal Affairs and the Committee on Administration and National Security because it falls under the Ministry of Interior when it comes to matters of licensing. Thank you Hon. Speaker.

Thank you Hon. Speaker for giving me this opportunity. These are not ordinary times Hon. Speaker. This is a crisis time and crisis time requires extraordinary mitigating strategies. Hon. Speaker, as my other colleagues have said, we thank you. Your intervention was very important. To me, it was Solomonic wisdom. Otherwise, Members were determined to come and defend the independence of this Parliament. However, your interventions saved the situation and we thank God for that wisdom. Hon. Speaker, as we move forward, there is this issue of vaccination. Mine is to the Pharmacy and Poisons Board to move with speed ...

My humble request to you Hon. Speaker, as the Chair of PSC, please, when we come back after recess, if possible, ensure that all the staff in this Parliament are vaccinated. Starting with the ones that are working in our offices, Human Resource (HR) in the other building and kitchen staff. Let them get vaccinated. This is because once you are vaccinated, it helps reduce the risk of severity. This does not mean you will not get infected, but the severity of the disease goes down.
