Thank you, Hon. Temporary Deputy Chairman. These amendments are very critical and it is in order that we follow. Actually, the consistence is not there. We were just at the Prisons Act, after we had Criminal Procedure Code. We have jumped to the other one. It seems that it is not flowing in the Order Paper. Can we have that guidance so that we follow?

Hon. Temporary Deputy Chairman, what Hon. Ichung’wah has mentioned is true. With regard to the Pharmacy and Poisons Board, it is the pharmacists who are critical. He has proposed three names with regard to gender. We, however, need some clarity because the first clause talks of the public service and the second one talks about the community pharmacy and the pharmaceutical industry. I rise to support because it makes a lot of sense.

Hon. Temporary Deputy Chairman, it is true. Article 95 is clear that the legislative authority is vested in this House. However, looking at the Statute Law (Miscellaneous Amendments) Bill, particularly the amendments to the Kenya Information and Communications Act, we know very well that the history of the Kenya Information and Communications Act amendments has been very controversial. The Constitution is very clear. It provides a right to the highest attainable standard of healthcare for every Kenyan which includes the right to health services and reproductive health care. We have experienced strikes by health workers in Busia, Trans Nzoia and in almost all the counties. The heath workers have been going on strike because of poor working conditions. In terms of professional development, the county governments have no capacity to ensure continuity of medical specialization. Again, the law is talking about referral hospitals.
