  • 19 Aug 2015 in National Assembly: their fees is normally subsidised. Today, if you want to study medicine, may be because you got an “A,” but did not qualify in terms of the cluster subjects, if they go through a private arrangement they will get because they show capacity in terms of fee payment. However, the HELB Fund, of late is also giving money to students under the parallel degree programme. So, students in public universities should be given priority as they have demonstrated competence as far as the minimum threshold is concerned. The issue of bringing in KEPSA to represent employers is wrong. In this ... view

  • 19 Aug 2015 in National Assembly: There is a precedence in the House that when you bring any amendment, you need to give the gist and the import of it. He has not done that. He must explain and tell us what he is trying to change and convince us so that we know the implication. He has to justify it. He has not done that. view

  • 19 Aug 2015 in National Assembly: Thank you very much, Hon. Deputy Speaker. From the outset, I rise to support this very important Bill. Article 1 of the Constitution is very clear. The sovereign power belongs to the people. This can be exercised directly by themselves or indirectly through their democratically elected leaders who are the legislators in this House. We understand the separation of powers of the three arms of the Government namely the Legislature, the Executive and the Judiciary. Article 94(1) of the Constitution clearly stipulates that the legislative authority is vested in this House. As we are doing our work, we do not ... view

  • 19 Aug 2015 in National Assembly: We recognize Article 195(3)(a) of the Constitution that deal with unlimited jurisdiction of the High Court on matters of civil or criminal in nature. We appreciate that, but we are saying that in this Bill let them come in at the tail end and not in the process. We are still doing the cooking and somebody is coming from outside saying: “Hey, do not do the cooking. Stop!” This is what we are talking about. The same way when a matter comes to this Parliament, we know the issue of sub judice . If a matter is active in court ... view
  • 18 Aug 2015 in National Assembly: Thank you, Hon. Speaker. What my colleagues have said is true. My issue is this: This is a bicameral system and we must have tolerance. What Hon. Chepkong’a has raised is a critical issue. We cannot waste time calling witnesses and yet, we have no solution, notwithstanding Article 125 of the Constitution where the Senate can call anybody. Article 96 of the Constitution is clear in terms of the roles of the Senate. It is time we examined and see the value of the Senate. Some time back, the Chair of the Budget and Appropriations Committee had an audit on ... view
  • 18 Aug 2015 in National Assembly: system, we need to note that this is a budget-making House and for the KQ to go to the Senate does not make any sense. Their issues have financial implications and, if they need a grant, it has to be approved in this House. It will not be approved in the Senate. There is no point of wasting time going to a House that cannot provide a solution. It is important for the Government agencies and companies to be given notices to know that if it is something of irrelevance, they should not honour their summons. Whatever is important for ... view
  • 18 Aug 2015 in National Assembly: Thank you, Hon. Deputy Speaker. I rise to support this Finance Bill. I am a very disappointed person in the sense that such an important Bill is here, yet the Committee has not tabled its report. It is critical that next time when putting order of the business, we should not allow Bills to take off unless the Committee’s report is in place. view
