The Political Parties Act is critical as far as the management of political parties is concerned. I will go straight to the Memorandum of Objects, the intention and the gist of this amendment. You will agree with me that political parties are the institutions that people use as far as democracy is concerned. When you look at Section 23 of the Act, it establishes the Political Parties Fund. This Bill does not concern county governments. It does not involve or occasion additional expenditure. The Act stipulates 0.3 per cent of the total national revenue goes to the political parties. So, it does not require any extra expenditure. It is just the Fund that has already been given whose size we want to increase, so that many other political parties can benefit from this funding. The gist of this amendment is to bring that bigger freedom of choice as stipulated in the Constitution, so that parties can also benefit from public funding. As we move on, we call upon the Auditor-General to go further and audit some of the political parties because as you saw in the research that was published today, the compliance of those political parties that qualified is not even 100 per cent. With regard to the Report that has been tabled, it is high time it was extrapolated. Issues of land, as my other colleague has mentioned, are not only in Coast Province, but also in parts of Rift Valley Province and especially Trans Nzoia County where we have all been having issues to do with land. Thank you, Hon. Temporary Deputy Speaker. As I mentioned earlier - and it is good that the Chair of the Departmental Committee dealing with security is keenly listening - the bone of contention when it comes to security matters has been guns. I have gone through this Bill but there is no clarity whatsoever whether those people are supposed to have guns. It is important that it comes out clearly.
