In the spirit of teamwork and mediation, it is not just about going to the Mediation Committee and you stick to your stand. Mediation is supposed to be a win- win, or a give and take, arrangement.   • 26 May 2015 in National Assembly: Thank you, hon. Deputy Speaker. As much as I support the amendments, it is a critical concern that we are not giving it the quality time it deserves. For instance, we are debating this yet the report has just been tabled and we have not seen it, more importantly, on clause 176. The amendment says that in case of procurement malpractice, the procuring entity is supposed to raise a complaint with the professional body. This is the same House that voted the money that was availed for the socio-economic audit. My worry is whether it is in order for the report to be released in public. The rule of thumb is that you can only release a report to the public in its final format. Interim report means work in progress.   • 30 Apr 2015 in National Assembly: Party; we need to have known the key stakeholders that we could not afford to leave behind in this matter. My suggestion was that it would have been better to present the interim report to Parliament, so that we can give our input, and identify the key stakeholders who have not been involved. After we look at the final product, we can allow the report to be availed to the public. Work in progress can be amended. Releasing an interim report publicly might be misleading to the public. It can be very costly to correct such a situation. view

  • 30 Apr 2015 in National Assembly: Implementation is that they should tell us what happened. We passed this Bill by Hon. Millie. It is now the law for the establishment of the Victims Protection Fund. The victims of Garissa attack were only given Kshs100,000. It is important that the Government goes deep into this matter and implements the provisions of the Victims Protection Act so that in case of a calamity, victims are taken care of by the Fund. view

I am happy to note that yesterday, when we were in the Committee of the Whole House, there was this issue of Kshs5billion. Any contract that is Kshs5billion and above, the Attorney-General must be involved. I am a member of the Public Investments Committee (PIC) and I have seen many contracts and tenders coming in and yet the Attorney-General, who is the legal advisor of the Government, is not involved.   • 30 Apr 2015 in National Assembly: With regard to Zakhem Company, and I hope they are listening, it is very critical that they should not do any variations. This contract went to the Public Procurement Review Board (PPRB). There were issues which were discussed there. So, my humble request o them is that as they implement this project, they must move with speed and clear this within the specific timeframe that they had given. We do not expect them to bring the variations afterwards because this is a new way of corruption which the contractors are very good at. They bring variations of the bids. In ... view
