  • 23 Apr 2015 in National Assembly: Thank you. First, I want to thank the Public Investments Committee (PIC) for the work well done. We know that the objective of privatization is to improve the efficiency of corporate organizations. But this is also being used as a loophole for corruption. So, we are calling upon the Privatization Commission to wake up because this is the trend that is going on. On the recommendations that have been made by the Committee, it would be important that the Committee on Implementation follows them so that they can be implemented. I want to take this opportunity to thank the Chair ... view
  • 22 Apr 2015 in National Assembly: Thank you. The communication that was sent from the Senate was brought by the Leader of the Majority Party, more than two months ago. Maybe the Departmental Committee on Agriculture, Livestock and Co-operatives was not aware. However, the gist of the matter is that we are only supposed to debate on the Senate The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view

  • 22 Apr 2015 in National Assembly: amendments. What the amendments of the Senate brought--- The parent Bill was about fertiliser and foodstuffs. They only expanded the mandate. Instead of it being called “Fertiliser Board” it be called “Fertiliser and Foodstuffs Board” because of the parent Bill. However, the Committee wants to go through it. As the Mover of the Bill, I have no problem. The amendments that the Senate did were to enhance the Bill, and I am in concurrence with what they did. Maybe, we can give them time, but it is not true that the communication came yesterday. The Leader of the Majority Party ... view

  • 22 Apr 2015 in National Assembly: Thank you, hon. Speaker. As you have clearly said, this is a House of rules, procedures and records. In this House, no one is above the law, including the Leader of the Majority, as we are governed by the Standing Orders. I listened carefully and the HANSARD will bear me witness. After the transaction you asked: “Is there anyone who wants to contribute or discus on this matter?” The Hon. Leader of the Majority Party is on record and he said he wanted to contribute. He did not rise on a point of order. view
  • 22 Apr 2015 in National Assembly: Is he right to mislead this House because rules, accusations--- We have seen Members who have gone through the Powers and Privileges Committee going through a lot of punishment for breach of privileges. Today the Leader of the Majority Party has breached privilege. It is in order if he is found guilty to be named. I want to justify this. I want people to know that we are all equal. It does not matter whether you are the Leader of the Majority Party, or the Leader of the Minority Party. We are all hon. Members. The Leader of the Majority ... view
