know what happened to that Motion and the people behind it. Is he the one who was given the Kshs100 million or who was given this Kshs100 million? I do not want to talk too much, thank you very much. We do support that Speech of His Excellency the President.

Thank you, hon. Speaker. I rise to support the Motion. This problem is nationwide and not just only in Central Kenya. We call upon NACADA to pull up its socks. As a Budget making House, we should give more money to NACADA so that they can come up with rehabilitation centres in all the constituencies, if possible. We also call upon the National Environment Management Authority (NEMA) to enforce the law. The people who sell this alcohol should have a collection centre where bottles are collected and recycled. I have just come from Tokyo where they recycle bottles and use ...

Thank you, hon. Speaker. First and foremost, I want to thank the Budget and Appropriations Committee for the work well done. Just the other day, we were discussing the BPS and they have moved within a very strict timeframe and today we are discussing the Division of Revenue Bill. The Division of Revenue Bill is very critical as outlined in Article 218 where it provides a framework for the division of revenue between the national Government and the county government. We have seen the money allocated to the counties rising. We have seen from the analysis that about Kshs283.7 billion is being allocated to the county governments. In percentage terms, this is 37 per cent. It is important that we follow up on how this money is going to be utilized at the county level. It is good that Kshs1 billion was given to the Senate in terms of their monitoring and evaluation role. Indeed, it will be important that, that report is brought here so that we discuss it. That way, we will be in a position to know ...

If you look at the recommendation of the Commission on Revenue Allocation, (CRA), the amount it had allocated of Kshs282.4 billion and the overall amount that is being given now, there is a convergence. I want to talk about the money that is going to the county level as conditional grant in terms of healthcare. When His Excellency came here last time, he told us of free maternity services at the grassroots. We expect him to be here tomorrow and I have no doubt that he will mention this. In some healthcare facilities at the rural areas, free maternity services ...

going to play a very critical role as far as improving efficiency and effectiveness of the Auditor-General is concerned. This is going to give room for the County Allocation of Revenue Bill. As they discuss different issues, my humble request is that they come up with county fiscal policy papers, which should be in line with Budget Policy Statement. Many times, when you look at the county fiscal policies, they are not aligned to the Budget Policy Statement. It becomes a mismatch. We cannot achieve our priority goals, for example, the Vision 2030. It is, indeed, important that as the counties ...

need to know. The county governments should be held responsible and accountable. More money has now been devolved and we now expect more facilities and better service delivery. They should be accountable to what is going on. I do not want to say much. I support and congratulate the Committee on Budget and Appropriations for the work well done. I support.
