Hon. Deputy Speaker, with devolution now we have 47 counties. As we devolve, a lot of corruption has also been devolved. So, by strengthening the Office of the Auditor-General, we are going to help. We have seen many reports when Parliament requests for them. For instance, we are aware of what is happening in Narok and when the Senate Committee demanded a quick audit, the Auditor-General said they do not have funds and they have shortage of manpower. Thank you, hon. Speaker. I rise to support the amendments as done by the Senate. It is unfortunate that this Bill took so long in the Senate and there are so many lost opportunities. I want to concur with the Senate on the issue of the disadvantaged groups. It is not just for the youth. We also have the women of this country who are suffering. In line with the Jubilee Manifesto and remembering the first speech of his Excellency the President, he was actually very committed to the youth, women and the disabled. It is good that the Senate went and opened that gap so that we have a disadvantaged group and not the youth. That was done in good order and we support. Secondly, it is important to know progress. If you talk of county governments and national Government, unless that Report is given to the Committee that is concerned with public procurement and oversight, it would be difficult to know what is happening. ...

I intervene because I had raised an issue with my Motion on the ranking of schools on the basis of their performance in national examination. The Motion is supposed to have been on the Order Paper of today, but I have been advised otherwise. I have discussed the matter with hon. Midiwo, and I have been told that it will be the first one next Wednesday.
