Hon. Chairlady, I oppose this amendment because there is an issue of consistency. We are going to treat this in a unique manner, yet we have other fields which are technical in nature and they are given three years. Therefore, I do not see any justification for the Chair to come and say that there will be room for motivation. Right now the government is looking towards result-based management and the performance appraisals are going to be done even on a yearly basis. Our Constitution is very clear that youth are people aged 34 years and below. We congratulate the Government for coming up with the Uwezo Fund, which is helping women and the youth.
