  • 15 Oct 2014 in National Assembly: Indeed, this one explains why His Excellency the President decided to come and address this House. In line with Article 1 of the Constitution, the sovereign power belongs to the people of Kenya which can be exercised directly or indirectly through their democratically elected leaders. This House represents the democratically elected leaders of this country and it was very good for His Excellency to come and address it here. This is because he knew he was addressing people in line with Article 1 of the Constitution and I want to thank him for that. On our CORD side, we have ... view
  • 14 Oct 2014 in National Assembly: Thank you, hon. Speaker. Today was a wonderful day, but I got disappointed when the Cabinet Secretaries did not show up. It is very clear from The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 14 Oct 2014 in National Assembly: Article 153 of the Constitution that Cabinet Secretaries shall appear before the Parliamentary Committees to answer any questions concerning their Ministries. It is high time that people knew, including Charles Nyachae, that when we sat here today, we were a committee. We were not in a plenary. That is why we did not have the Mace and your dress code was totally different. It was not plenary sitting. As far as the constitutionality of the issue is concerned, there was nothing unconstitutional about it. It is in the media that a letter was written by the Head of the Public ... view
  • 14 Oct 2014 in National Assembly: job, it could not manage to look at those constitutional Bills to be tabled here on time. Unless Mr. Nyachae understands his proper job description, he will continue to have a lot of pending work. He must pull up his socks. If he wants to be the Governor of Kisii County, he should resign and concentrate in politics and the issues of activism. Lastly, we have so many issues with the Attorney General, he should also appear before this House to answer questions. He is the legal advisor of the Government and he has been misleading His Excellency the President. ... view
  • 10 Sep 2014 in National Assembly: Thank you, hon. Speaker. I rise to support the adjournment. Indeed, Members need to read these reports keenly, so that we will be able to vet and approve people who will represent this country. You can see even the Chair of the Committee was tabling the reports before they had passed through you. That tells you that we need more time because we are not prepared fully. So, I humbly support that and request hon. Members of Parliament to go through the reports, come and debate objectively and with sobriety, so that we get people who have what it takes ... view

  • 10 Sep 2014 in National Assembly: On a point of order, hon. Speaker. Looking at the Order Paper, we still have 25 nominees; again looking at the mood of the House and from the contributions, it seems that this Motion will be passed unanimously. Will I be in order to request that we call upon the Mover, to reply, so that we move to the next Motion on ambassadors? Thank you, hon. Speaker. view
  • 10 Sep 2014 in National Assembly: On a point of order, hon. Speaker. Hon. Shill is a three-term Member of Parliament. He has already moved the Motion and he is still--- Is he in order to mislead us on the procedure of this House instead of asking somebody to second him? He has already moved the Motion! view
  • 10 Sep 2014 in National Assembly: Yes! He has moved! view
  • 10 Sep 2014 in National Assembly: Thank you, hon. Speaker for giving me this opportunity and because I am representing the leadership of this House, I am going to be given my ten minutes. view
