Hon. Temporary Deputy Speaker, I have not mentioned any county. This is an issue that we must debate without any anger so long as we put the facts in place. I support that amendment because it is objective; it is legal and anyone who came erroneously should be prosecuted.

On a point of order, Hon. Speaker. I rise to seek your direction regarding responses to Statements. Sometime back the Procedure and House Rules Committee made some amendments where on Wednesdays the House starts at 9.30 a.m. which has been implemented very well. There is also the issue of Cabinet Secretaries coming here to respond to some Statements. We would like to know whether this is still in place and when we will start seeing them coming here to issue Statements for purposes of ownership and accountability.

Thank you, hon. Deputy Speaker. I want to thank the Chair for the good response. Could the Chair clarify the timeframe it takes a hospital to be paid in an ideal situation after it has submitted all the required documents? How long does it take for it to get the reimbursement?

Secondly, I have seen some individuals apply for the processing of the NHIF cards so that they can access hospital facilities. In some regions, you will find hospitals sending people away unless they have that card. How long does it take a patient or somebody who has applied for the card from the NHIF to get it so that he can be admitted to hospital?

It is clearly stipulated in our Constitution that any international policy or agreement that Kenya is a signatory to becomes one of the laws. Thank you, hon. Speaker. I rise to support. Going through the Act, you will realize that there is a lot of emphasis when it comes to ethnic discrimination. That was why as you came up with these names the ethnic background of candidates should have been a key priority.

In talking about the names of 15 nominees, I did not hear the Mover, hon. Chepkong’a, whom I respect very much, mention whether we have a youth in this list. We were told that Belinda is 37 years old and that is not a youth. This is because according to the Constitution, a youth should be 35 years old or younger. So, this list lacks the youth, as much as they have done very well when it comes to gender.
