Hon. Speaker, indeed, I have read the Report. From the outset, I want to support it and thank you, as the Chair of this Committee, for the work well done though it has been long overdue. We are supposed to have handled this a long time ago. I am saying so because we have had a lot of problems with Committee Chairpersons. You find some of the information that they are given, before it reaches this House, it is distorted on the way. I have had a series of requests for Statements; one from the Chairperson of the Departmental Committee ...

If I remember very well, when we were taken through the training when we were in Mombasa, we were told clearly that in the presidential system, there is no Opposition in this House. So the Leader of Majority Party seems to have forgotten what we were taught when we were in Mombasa. We were told so many things and normally in other jurisdictions, we have a hybrid system where you can do some amendments to suit a situation. By allowing the Cabinet Secretaries to come here, we are leading a good example of national dialogue. This is because we have ...

we debate, it is for the common good of mwananchi . It does not matter which coalition you come from. It does not matter where you appear as 77 or Wiper; I come from FORD (K) and I am proud of the numbers that we have in this House. Hon. Speaker, from 9.30 a.m. to 1.00 p.m.; it is good for wananchi to know that we are compensating to end at 1.00 p.m. and we know very well that in the normal practice people go for lunch at 1.00 p.m. So this has been long overdue; from 9.30 a.m.; an ...

Thank you, hon. Temporary Deputy Speaker. I rise to second this Bill. It is, indeed, very important and, in fact, long overdue. If you look at the numbering, it is titled “38”. That means that it is supposed to have come earlier. I do not know why there was the delay. In terms of retirement benefits, you are compensated because of the risks that you have gone through and the responsibilities that you have had. If you look at the Deputy President, as has been clearly explained by hon. Mbadi in Article 147 of the Constitution, this is a very ...

very critical role as far as peace in this country is concerned. Unfortunately, at the moment, hon. Raila has no security; no medical cover and so on. He has nothing and yet he played a very critical role as far as the improvement of the welfare of this country is concerned. Going back to single party days, he played a critical role in terms of ensuring that we have freedom of expression and speech. This he did together with the likes of hon. Stanley Matiba and hon. Charles Rubia. He played a critical role. It is, therefore, important that when ...

Thank you, hon. Speaker. I rise to support. I want to thank the Budget and Appropriations Committee under the leadership of Reverend Musyimi. Indeed, he provided proper transformative leadership. Last year, we had issues in terms of coming up with a budget because of the issues that were concerning the delayed elections.

Hon. Speaker, we are in a presidential system and not a parliamentary system. This House is no longer a budget rubber stamping House. It is, indeed, a budget-making House and when other hon. Members go out there and claim that this is a workshop, indeed, that is very wrong. This is not a workshop. This is a very serious House that approves the Budget.

Hon. Speaker, looking at the Budget estimates one thing I am happy about is the Kshs5 billion increase in the Constituencies Development Fund (CDF). The CDF has really improved the welfare of the society in this country. This is the money that has gone a long way in terms of providing bursaries to the needy poor children who are bright. When it comes to health care, CDF has contributed a great deal. When it comes to infrastructure, in many other counties which were impassable, now CDF has brought life to them. Going to the education sector, CDF has built so ...

Hon. Speaker, I want to commend the increase of the amount that was allocated to the Auditor-General. This is, indeed, a very critical office because it helps so much in the fight against corruption. In this country, from research, it shows that around Kshs300 billion goes to waste because of corruption. So, by giving more money to the office of the Auditor-General, we are also increasing our oversight role. For instance, much of the work of the Public Accounts Committee (PAC) and Public Investments Committee (PIC) is derived from the reports that are generated from the office of the Auditor-General. ...

Hon. Speaker, we have very many issues. We have had problems with the wage bill and unemployment and if we are going to block these loopholes, I am sure we are going to have more money that is going to help in terms of fighting corruption.
