  • 20 Nov 2013 in National Assembly: Hon. Speaker, Sir, the Committee report, as my colleague has mentioned, says that hon. Mututho is the best suited for the position. So, logically, it shows that this is the best person for this position. The way it has been highlighted at Article 50 of the Constitution, the principle of being innocent until the contrary is proved--- The issue here is for Mr. Mututho to wait and see if at all the court is going to ruling otherwise; if it rules against him, it is my humble submission that he will have to resign.   • 19 Nov 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I rise to support these regulations. First before that I want to thank Mheshimiwa Metito for giving me two minutes. Seventy per cent of unemployed people in this country are the youth. So, this is the Fund that we must guard carefully. I want to go on record as saying that there is no fight between the Members of the County Assemblies (MCAs) and the constituency Members of Parliament. When it comes to Uwezo Fund we are going to work together as a team, so that we are able to deliver. view
  • 19 Nov 2013 in National Assembly: Hon. Temporary Deputy Speaker, we have had Kenya Women Finance Trust (KWFT). In my constituency I have had problems with this Women Fund; people in this Fund always follow up on women. They are not even sleeping in their own houses. view
  • 19 Nov 2013 in National Assembly: When it comes to this Fund, we want to call upon the beneficiaries to know that it is a loan and they are supposed to pay it back. That is very critical when it comes to capacity building. It is not free money and we do not want what is happening to the women through the KWFT to happen to this Uwezo Fund, because it is a pity. In my constituency, I have been seeing people having problems. They cannot even sleep in their own houses because they are being harassed by the KWFT agents. view

Temporary Deputy Speaker, we must put a Monitoring and Evaluation (M and E) framework in place, so that we are able to follow up projects in order to make them a success. When you look at this, the issue of SACCOS is very critical. We can have a clear framework with the co-operatives, so that these funds can be channeled through these SACCOS; this is very easy because SACCOS have something called FOSAs. We are looking at precedent set. Unless I am wrong, any petition that comes--- This is a petition. There is no oath taken here and we are relying on this petition. That is point number one. view
