  • 4 Mar 2020 in National Assembly: Thank you, Hon. Deputy Speaker. I rise to support the BPS. It is very unfortunate that for the time I have been in Parliament, we have never had any report of the previous BPS. We know that the BPS plays a critical role because it gives an overall direction on how the Government is going to spend its money. There must be consistency between the BPS and the Budget Estimates. It is unfortunate that in previous years, we have seen some disconnect. It is true that as we move forward, we need a clear monitoring and evaluation framework because we ... view
  • 4 Mar 2020 in National Assembly: youth starting businesses. We have an affirmative action of 30 per cent government goods and services that must be supplied by youths and women. They are doing the supplies; they have borrowed the money from commercial banks but the county and national Governments are not paying. Their businesses will collapse. They are being auctioned. So, the issue of pending bills is an extraordinary problem that needs an extraordinary solution. I support my other colleagues who had said that we need a line element. Maybe the Government needs to give a provision for the pending bills, so that they can be ... view
  • 4 Mar 2020 in National Assembly: Hon. Temporary Deputy Speaker, you know there is relevance. If you give me a chance to clarify in terms of context, I will show you how the NG-CDF is connected. The management of Ukur Yatani, particularly on the NG- CDF Board… view
  • 4 Mar 2020 in National Assembly: Let me continue, Hon. Temporary Deputy Speaker. We supported the Big Four Agenda of the Jubilee Government because of the handshake. On matters of food security, whether we like it or not, the locusts that are all over and the coronavirus will affect our economy. The fight between China and the USA in terms of the 5G will also affect our economy. Those are some of the global factors that we should look at. When it comes to issues of the PSC, many Members of Parliament have not been given office spaces. That is why we do not support the ... view
  • 3 Mar 2020 in National Assembly: Thank you, Hon. Speaker. Indeed, the coronavirus is a global epidemic that needs extraordinary measures. We salute His Excellency the President on the measures he has put in place but we call upon Ambassador Sarah Serem, wherever she is, to improve on her diplomatic relations so that the Kenyans in Wuhan City – as we empathise with them - have their rations increased. The Kshs15,000 that was sent is nothing. I am requesting that if it is possible, because the parents are so stressed, they should be given some psychological support in terms of counselling. I sympathise and empathise with ... view
  • 3 Mar 2020 in National Assembly: This is bringing in a lot of stress and anxiety. We need some extraordinary measures from the Government to know what it is doing to assure Kenyans how they are mitigating this global epidemic of the coronavirus. We are scared. Just drop a Chinese here, even you Hon. Speaker, will take off from that seat and everybody will find his way out. It is something that is serious. This is the time we need to understand our level of preparedness as a country. The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this ... view

  • 26 Feb 2020 in National Assembly: Thank you, Hon. Speaker. I rise to support. First and foremost, I want to thank the Committee on Appointments which you Chair for the work well done. I support the two nominees for appointment as CSs starting with Senator Mutahi Kagwe who I personally know. I have no doubt that he fits the job. The Ministry of Health has many problems and there is a lot of mess particularly on matters of the National Hospital Insurance Fund (NHIF) and the medical equipment hiring scheme. Hon. Mutahi Kagwe is a person I have known for some time. He has the skills ... view
  • 26 Feb 2020 in National Assembly: it is indeed important as we move forward that CSs from now henceforth should have a minimum of a degree. view
  • 26 Feb 2020 in National Assembly: As we move forward, we have issues to do with the NHIF. The NHIF plays a very critical role. I have met some of the colleagues who did not make it back to Parliament and the way they are leading is very pathetic. We request the NHIF to come up with a policy that can cater for Members of Parliament who have not been elected back. There is a mess at the NHIF. We recently saw a report about a lot of corruption cases when it comes to this body. We call upon the EACC, wherever they are, and the ... view
