  • 7 Nov 2019 in National Assembly: For instance, this Agreement will add a lot of value in the improvement of defence. There will be technological transfer and benchmarking. We know that South Africa has an advantage that Kenya can learn from. I am requesting the Members to support this Motion. It seems that everyone is supporting it. If possible, we can move to the next business. view
  • 7 Nov 2019 in National Assembly: I thank you, Hon. Speaker. I support the Motion. view
  • 30 Oct 2019 in National Assembly: Thank you, Hon. Speaker. I want to comment on the Petition by Hon. Lentoimaga. Indeed, matters of security are very critical. As Hon. Pukose has clearly put it, the matter of KPR is one that we followed up last time and the NPSC said with time, if funds will be available, this people should be remunerated. In some areas we have KPRs who have not been vetted. They are the ones who are causing a lot of trouble. As the Committee will be looking into this matter, we are requesting it to try and extend it. There are other regions ... view
  • 30 Oct 2019 in National Assembly: Ahsante sana, Mheshimiwa Spika. The electronic version of the Official Hansard Report is for information purposes only. • 30 Oct 2019 in National Assembly: Thank you, Hon. Speaker. It is said that justice delayed is justice denied. This is as much a matter of national importance as it is a matter of concern. Article 95 of the Constitution says that this Parliament can deliberate and resolve on any matter of national importance. Indeed, if justice is going to be delayed and denied, obviously it is a big concern to the people and to this House. Right now, we are under the presidential system. Under the presidential system, parliament is a budget-making House. However, it is unfortunate to note that we still have hangovers in ... view
  • 30 Oct 2019 in National Assembly: House even though we see some sneaking from behind by the President courtesy of Article 115 of the Constitution. So, we cannot allow this to continue. Parliament must stand up. We must defend ourselves and what belongs to us. The shoe wearer knows where it pinches most. I heard what the Leader of the Majority Party said. He was attacking the judge and the judgment he made. To me, that was totally wrong. There is independence of the Judiciary and independence of the judge. He is the shoe wearer. He knows where it pinches. So, I do not see the ... view

  • 15 Oct 2019 in National Assembly: Indeed, you have acknowledged the concern of Hon. Sossion. My advice to the Chair is that he takes note of that concern and when it comes to responding, he brings in his issues. The moment you have moved, you sit, relax and listen to the contributions of other Members. At the time of replying to debate, you will be articulating such issues. Hon. Sossion can bring an amendment during the Committee of the whole House. This Bill is here to be enriched. As Members contribute to debate, they enrich the Bill. Indeed, what Hon. Sossion has said is clear as ... view

  • 15 Oct 2019 in National Assembly: Is the Member in order to mislead this House that all the Members of Parliament who are women are child-bearing; 90 per cent of them in this House are not even bearing. So, it is very wrong to mislead this House and say when you come here, you will be disadvantaged in the sense that you will be going to take care of the children and breastfeeding. Majority are grandmothers here. You cannot expect grandmothers to have that. So, it is very misleading. It is not in order in all circumstances. view
