  • 30 Apr 2019 in National Assembly: In this Bill, you are amending by deleting Section 3(2A). First, you must specify what it is you are deleting. You are talking of inconsistencies. So you must show specifically how it is inconsistent with the current law. That logical flow is not there. We cannot generalise and that is why we are going clause by clause. This is my humble recourse, Hon. Munyaka, who is doing his third term and knows the procedure very well. He needs to tell us specifics of that Section 3(2A) and tell us we are deleting it because of inconsistency. You must demonstrate the ... view
  • 30 Apr 2019 in National Assembly: Hon. Temporary Deputy Chairman, this Floor has veto powers. I agree with my colleagues who have said we should allow this to be withdrawn. Hon. (Dr.) Munyaka has been very sincere and honest. This Report was tabled a long time ago and he is a human being. He has forgotten. My suggestion is: Can we move to other clauses where other Members are prepared and then we will come back? Maybe at that time, Hon. Munyaka would have gone quickly to look at the report and then he will be in a better position so that we move. It is ... view
  • 30 Apr 2019 in National Assembly: Thank you, Hon. Deputy Speaker. The issue that has just happened is very unfortunate. Many a time, Members of Parliament that you see at the Committee of the whole House are very serious legislators who have gone through the Bill. You know very well that we must scrutinise every clause at this stage. The Chairs of Committees are supposed to prepare. Hon. Munyaka was very sincere and honest. The issue here is the House Business Committee (HBC). It is also the responsibility of the HBC… The electronic version of the Official Hansard Report is for information purposes only. • 30 Apr 2019 in National Assembly: The HBC should inform a Member that his business would be on the Order Paper the following day, so that the Member prepares accordingly. The Clerks-at-the-Table should do that. view
  • 24 Apr 2019 in National Assembly: Thank you, Hon. Speaker. I rise to support the Address by His Excellency the President. When His Excellency the President was in this House, I was away in South America but I followed it through YouTube . I was very impressed particularly on three important things that he addressed. This is in line with Article 132 of the Constitution. I want to talk briefly about the international obligations. Kenya does not exist in isolation. We know very well that there are many treaties that Kenya has been a signatory to. We know that in line with Article 2 (6) of ... view
  • 24 Apr 2019 in National Assembly: prosecution, the Director of Public Prosecutions (DPP) presents before the courts watertight cases with evidence. Judgment can only be given in the court of law based on the evidence that has been given. There is no way we can get some judgment and yet, the work that has been done in the investigation is shoddy. It is important that all the arms of Government, wherever they are, work together and avoid blame game. That is if we are truly going to fight corruption. On the Big Four Agenda and food security in this country, the President indicated something. When it ... view
  • 24 Apr 2019 in National Assembly: Thank you, Hon. Speaker. We must look at the issues of farm inputs when we talk about food security in this country. As we speak, we thank God we have the rains. We have really been praying for the onset of rains. We have been having the National Prayer Breakfast. I do not know why we do not have it this year. We need to pray to God. He has given us good rains. When you go to areas of the Rift Valley like Trans Nzoia and Uasin Gishu where I come from, you will find people who contribute to ... view
