They are the ones who have the authority to incur expenditure and some of them are not present for five days in the office. We have seen head teachers and principals complaining. At that particular time, we are told the funds were being channelled to the Member of Parliament’s account. In those days, things were different. Right now, with the new Constitution, Members of Parliament, who are there to oversee the Government are also there to oversee the NG-CDF. We know that to overturn Presidential Memorandum under Article 115 needs a two- thirds majority - something very difficult to attain. It is something that is impossible. I am just worried about the trend of His Excellency the President of legislating through the backdoor. He should also focus on some of the critical things, not small things like grammar which can be handled in a miscellaneous amendment so that we go to the substance when it comes to legislation.
