It is quite unfortunate that the doctors who swore to the Hippocratic Oath not to commercialize their services, especially those in the Government facilities, have put money before life. In fact, this is one of the many cases that are happening in most Government facilities. We have heard of cases where even after the patient has been asked to collect medicine at the hospitals, they are not able to get it, yet it is there. This is negligence. The person or people who attended to this patient must be answerable. They must take full responsibility of the death of this person. We expect the Committee to be very strict; give us data, day-to-day improvements, follow the Government to see to it that the money reaches our counties and we should oversight the same. As Sen. Cherargei was saying, governors might see another opportunity to abuse this particular funding. We still have to be very strict on this and protocols must be seriously be observed.
