We have so many concerns that we have raised. The reports we got from the Ministry of Education in our Committee last week when we were discussing, were very unsatisfactory. We had suggested - I am yet to get the information today. In our last meeting the Cabinet Secretary had told us that he had formed a team to handle education matters during this time of COVID-19 but we were seeing that as if he was trying to run away from our concerns.

I would like to inform the Senate that we are going to summon the Cabinet Secretary this week so that he appears before us and responds to our concerns. There are even two Statements that were referred to our Committee. Putting together all these concerns, we are going to make sure that they are addressed. It is good that Sen. Omogeni and Sen. We have to take this one seriously; farmers all over are not cushioned. Farmers are left to buy farms inputs such as fertilizers and the rest expensively from various sellers. Agriculture is not being taken seriously in this country. Even though it is a devolved function of the county governments, we still question a lot of issues such as the fact that this devolved function has not been supported very well in terms of funding. However, I want to say that I think this Statement falls squarely within the Committee on Education. However, because it is a matter also to do with labor, I would like to request that the two committees deal with it together.

Where we came from together in the scholarly world – I must say it - logical premises lead to logical conclusions. I have heard these people praising him; that he is a good man, he is competent, but they beg to support the Motion. I am different. He is competent, he is balanced and he is wonderful. If I say that I support this Motion, then I am supporting the opposite, which is mediocrity. Therefore, I oppose this Motion strongly, if we are to adhere to being principled.

Thank you, Mr. Deputy Speaker, Sir. I will add two things on this one. First, I support the Petition fully because it is very important. I informed Sen. Wambua that matters of Early Childhood Development Education (ECDE) have been of great challenge for a long time in counties. The Senate Committee on Education has developed a Bill that is now at mediation point with the National Assembly. I am sure that soon it will come to fruition.

Many of us have often analyzed the Report by the Auditor General. We have realized that this area has a loophole that has been abused by most of counties to misuse the resources that we allocate to them in the name of human resource development. We find that in most of the counties, the observations by the Auditor General are that there was a seminar for two or three days. However, it was taken as if it was a complete training for workers.
