  • 29 Mar 2017 in Senate: Mr. Speaker, Sir, I thank you for that correction. I thank your office for making it possible for the delegation from Nyamira County to come and learn from the Senate. As you know, these are the officers who make it possible for Nyamira County to provide services to Wananchi. I therefore wish them success during the visit and hope that they will learn something from the Senate which will make it possible to deliver services in a more efficient way to the people of Nyamira County. I also take this opportunity to welcome the delegation of students from Taita Taveta ... view

  • 29 Mar 2017 in Senate: Mr. Speaker, Sir, on what Sen. (Dr.) Khalwale has just said, are we going to allow misconceptions to go on record? This is a House of records. He has just said that Gusii was an opposition zone even in 2013 and that it is the same case in 2017. I want to put it on record that in 2013, out of nine Members of Parliament elected in the National Assembly, six of them were from the Jubilee leaning and only three were elected from the opposition. Is it right for Sen. (Dr.) Khalwale to come here and give us false ... view
  • 1 Mar 2017 in Senate: Mr. Deputy Speaker, Sir. I have carefully listened to the request by Sen. Adan. I appreciate it is heavily loaded but we will try and bring a response in two weeks time. view
  • 23 Feb 2017 in Senate: On a point of order, Mr. Speaker, Sir. Sen. Khaniri has been very gracious in seconding the Motion but he has raised some fundamental issues in the process. I am aware that he has been a very prominent and active Member of this Committee. However, I am surprised that his name is not included on the nomination list. Could we know if there were other considerations at play in excluding the name of a very able and active Member of the Committee? The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this ... view
  • 21 Feb 2017 in Senate: Mr. Speaker, Sir, this is a report of The Joint Committee on Lands and Natural Resources in respect to the vetting of candidates to the National Climate Change Council. We sat on several occasions to discuss criteria upon which we make recommendations to this House. This was going to be done in accordance with the Public Appointments (Parliamentary Approval) Act No.33 of 2011 and the specific criteria included academic qualifications, employment record, professional affiliations, potential conflict of interest, knowledge of the relevant subject, overall suitability for the position, tax compliance, integrity and morality, vision and leadership as well as expectations ... view

I beg to move the following Motion:- That pursuant to Section 7 of the Climate Change Act 2016, Section 8(1), the Public Appointments (Parliamentary Approval) Act 2011, and Senate Standing Order No.65, the Senate adopts the report of the Joint Sitting of the Senate Standing Committee on Lands and Natural Resources and the National Assembly Departmental Committee on Environment and Natural Resources on the vetting of nominees for appointment to the National Climate Change Council laid on the table of the Senate on Wednesday, December 28th, 2016 and approves the recommendations of the ... view

  • 15 Feb 2017 in Senate: On a point of order, Mr. Deputy Speaker, Sir. I am now aware that the Petition you have read is similar to an earlier one presented by Sen. Khaniri. Is there any explanation why the earlier Petition has taken long to be presented to the House by the relevant Committee? view
  • 15 Feb 2017 in Senate: Mr. Temporary Speaker, Sir, just to make a very brief contribution, I want to say that this Motion, as it is, is only sensible and logical considering the period in this calendar year we are in. This will facilitate the conduct of business of this House. I support. view
