Wario, that the Cabinet Secretary’s powers in Section 38 to gazette national parks and marine protected areas must always be guided by the provisions of the Environmental Management and Coordination Act of 1999. In doing this, and also in observing the provisions of that particular Act, the Cabinet Secretary must always be guided by public participation in reaching that decision. That particular Commissioner, when he was sitting in the Commission and performing the role of interviewing potential judges for the different positions that we had in the Judiciary, he was very clear and told some of the applicants who appeared before the JSC that they had attained inferior grades and degrees. He told them that they got lower second class degrees which are equivalent to third rate degrees. For that reason, he threw them out of their jobs. Thank you, hon. Temporary Deputy Speaker for giving me this opportunity to speak to this Motion. I will start straightaway from the Constitution of this country which is our primary law. It provides under Article 53(1) that every child has a right to free and compulsory basic education. This Article is further buttressed by Article 55 which states that the State shall take measures including affirmative action programmes to ensure that the youth have access to relevant education and training. policy must take cognizance of the fact that we are depleting our natural forest cover, which is a key ingredient in the formation of rain, and therefore, accumulation of water in this country. We, therefore, need to be very careful about preservation of waters in this country for the future generation and for the use by our people.
