Just hold on for me to assist you and the rest of the Members. What she is trying to do is to limit the area of discretion, leaving discretion to CECs who will be exercising this power to either license or not license. We will have parameters within which to operate rather than leaving it globally for them to operate as they wish. That is the amendment that we are speaking to.

Hon. Oundo, when you see the words “sufficient reason”, there are known tests on sufficiency. So, the reason must be sufficient within the known parameters of what sufficiency is. So, it is as good as it is.
