  • 17 Jan 2017 in National Assembly: Thank you, Hon. Speaker for giving me an opportunity to speak on the proposed list of nominees to the IEBC. From the outset, I would like to support it. I have heard a lot being said with regard to the proposed Chair of the Commission, my brother in the legal profession, Mr. Chebukati. I have looked at his Curriculum Vitae (CV) and it is an impressive one. He has practised law for 31 years. I have not seen any material being produced against him. He practices in a good law firm called “Cootow and Associates”. This is one of the ... view

  • 17 Jan 2017 in National Assembly: He has been the Chief Executive Officer (CEO) of this law firm. He practises good law. There was an issue with a case in which he represented the Nairobi City County. There were allegations that he did not do a good job. There was a judgment from the High Court of Kenya which said that the Nairobi City County did not give Mr. Chebukati and his firm proper instructions so that he could represent them properly. Hon. • 17 Nov 2016 in National Assembly: Thank you very much, Hon. Speaker, for giving me this opportunity to speak to this very important Bill. We have had situations in our courts where matters have arisen that amount to situations that are contemplated in this Bill to be contemptuous of either the presiding officers of those courts or the proceedings of those courts. We have not had a codified approach to dealing with these matters. I want to thank the Mover for ... view
  • 17 Nov 2016 in National Assembly: approach matters of contempt of court. The courts have attempted to deal with situations of contempt and we have had diversified ways of dealing with these matters. In some situations, punishments have been so diverse and they have amounted to an encroachment of the constitutional safeguards of the people who have been faced with situations of contempt of court. It is very good that now we have a very clear definition of what contempt of court is. We also have a very clear definition of what the offence of contempt encapsulates. It is also very good that we have a ... view

  • 16 Nov 2016 in National Assembly: Let us now have the Member for Chuka/Igambang’ombe. view
  • 16 Nov 2016 in National Assembly: The Member for Juja, let Hon. Ochanda submit in silence. view
