I know that this is the Second Reading of this Bill and we shall have an opportunity at the Committee of the whole House where we will also deal with it. I think and fairly so, that I do not want to deliver myself on the issues that you have raised right now, but there will be a ruling on that before we move to the Third Stage. Hon. Wandayi. view
