Hon. Temporary Deputy Chairman, it is quite in order that the Board should be responsible rather than the Registrar. It is good practice.

Hon. Temporary Deputy Chairman, my brother just wanted the Bill to be neater. The essence of the matter is captured whether you say “on” or “upon”.

Hon. Temporary Deputy Chairlady, I support because the provisions from (d) to (f) will be in direct conflict with the roles of the board if they are retained in the Bill. I support. Thank you, Hon. Temporary Deputy Chairlady. It is very important for this amendment to go through. The way it is set out in the original text was sending us into an unconstitutional prescription of the law where we were prescribing to the counties how they are going to run their businesses. The way it has been brought out is very clear and constitutional. I support.

I would like to dispute that because it is on the HANSARD. Anyway, the most important thing is that when the laws of this country were imported from Britain around 1957, one of the things set out in those laws was that the Magistrate’s Courts would apply African and traditional customary laws as far as those laws were not repugnant to justice and morality. One of the biggest conundrums in the courts was: ...

Thank you, Hon. Temporary Deputy Chairman. I have listened to my brother, hon. Chris, speaking to the issue of KIPI and KECOBO. The matters which are preserved in KIPI are intellectual property matters that accrue to individuals. They accrue by the fact that they are formalized and are applied and preserved in a formal format. The preservation there only confers private rights to people who then become intellectual property owners, either by trade mark, industrial design or patent. Those are private rights. Under KECOBO, knowledge and intellectual property that accrue as a matter of course are preserved here. This is ...
