This is because we, as Members of this House who have been dealing with students in our constituencies, know that every child who is admitted to a university under the regular programme actually applies for the HELB loan through the Constituencies Development Fund (CDF). Thank you, Hon. Temporary Deputy Chairman for giving me an opportunity to support this proposed amendment to the Bill that we are discussing. My main reason for supporting is only one. It is a constitutional and a ground rule on the rights of a person, that you are innocent until you are proven guilty. This will ensure that those people who face the EACC will have their rights protected. So, I support.

Thank you, hon. Temporary Deputy Chairman for this opportunity to support this amendment. It is very important to also bring to the attention of the House that some of our staffs have not been paid. This is particularly, my staffs in Luanda who have not been paid for the past three months. I, therefore, support the Leader of the Majority Party in this quest and I think it will be the proper thing to do that we pass this amendment so that this Bill can come into effect immediately after its publication.
