I just want to emphasize the fact that if there is more interaction between the relevant Committees of Parliament and Ministries, we can achieve a lot and we can do it in a very short while. In supporting this Procedural Motion, last week, when we were struggling to pass the Motion on Vote on Account, I did mention that it was unnecessary if only we could give ourselves a few days. Indeed, I think what the Minister has done is trying to do the right thing. The Motion that we passed on Vote on Account is now redundant as soon we do the Appropriations Bill tomorrow. So, actually we acted in vain. But I support the Procedural Motion. view

During this morning’s session, the Speaker directed that the Departmental Committee on Finance, Planning and Trade, the Budget Committee and the Minister for Finance hold a meeting to look at the proposed amendments to the Public Finance Management Bill. He directed that we go and meet, carry out the exercise and then come and report the progress to the House. That is what I would like to do now. view

Going by what we experienced in the short time we were together, I think we will need, at least, two days.   • 21 Jun 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, this is a very important Bill. It is anchored in Chapter 12 of the Constitution to be reduced to an Act of Parliament. It is a huge Bill but it has been rushed. There have not been sufficient in depth consultations between the Ministry and the two Committees. I have not even seen the Minister’s amendments. These amendments came last night so even talking about the afternoon is impractical.   • 21 Jun 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I just want to emphasize the point I made earlier that it is in the interest of the country and the interest of the Ministry of Finance that we engage sufficiently because all these sets of amendments are coming from so many different quarters particularly from the Departmental Committee on Finance, Planning and Trade and from the Budget Committee.
