  • 25 Apr 2006 in National Assembly: Mr. Speaker, Sir, on top of opposing the amendment, I also have very fundamental observations to make. I have listened very carefully to what Prof. Anyang'-Nyong'o raised. He raised some very serious concerns, that there are huge variations between the approved Budget and the revised Budget. The variations are so big that I do not believe it would be fair for this House to be expected to approve huge variations without explanation as to the clarification of the composition--- view
  • 25 Apr 2006 in National Assembly: Mr. Speaker, Sir, I will not spend much time, because I think I have made my fundamental point. But I think what needs to be done is what happened actually when we were approving the Budget. The Assistant Minister should go back and actually itemise those figures 652 PARLIAMENTARY DEBATES April 25, 2006 that relate to the specific Ministries and bring them to this House for approval. view
  • 25 Apr 2006 in National Assembly: On a point of order, Mr. Speaker, Sir. Surely, we are talking about the Supplementary Estimates. For somebody to say that we are jealous about not having been able to revive the economy is irresponsible and out of order. We would all like to have a revived economy. view
  • 19 Apr 2006 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I do not want to repeat what has already been said. But I think the Minister has a lot of questions to answer, particularly with regard to what Mr. Wamunyinyi has said. Everybody in this country knows that Busia Sugar Factory has been on the drawing board for more than 20 years. The main thing is that the Government will no longer be an investor. There is a private investor who was interested. Mumias Sugar Company got involved and said that they will do a better job. It is up to the Minister for ... view
  • 19 Apr 2006 in National Assembly: The company called Busia Sugar Company has been stealing! view
  • 19 Apr 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, they have been "helping themselves" to the proceeds that belong to the farmers. What happens is that Mumias Sugar Company pays money to Busia Sugar Company. But instead of them passing that money to the farmers, they misuse it. There are some notorious shareholders there! One of them is from your constituency. His name is Lijoodi. They run some funny company called Reliant Investments Limited. Those are just a bunch of thieves. They have stolen over Kshs50 million which belongs to the farmers. The farmers are really bitter. They have also pocketed the Kshs21 million ... view
  • 19 Apr 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, let the Minister act! That is something that I am really passionate about. view
  • 19 Apr 2006 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to contribute to this Motion. We must make a big distinction between insecurity and lack of peace, because the two are very distinct. I believe that when we talk about insecurity, we are talking about skirmishes and people stealing cattle from other people, and so on. When we talk about peace, we are not talking about the absence of war. Peace is a very big and embracing concept. I believe that both insecurity and peace can be dealt with differently. When we talk about the Government ... view
  • 6 Apr 2006 in National Assembly: Thank you very much, Mr. Speaker, Sir. I would like to support the Report of the Public Accounts Committee. In doing so, I would like to commend the good work that was done by the Committee. I would also like to take this opportunity to appreciate the contribution by the Responder on behalf of the Government. Having served as a former Minister for Finance, I probably have the benefit of knowing a little bit more about some of the transactions than what the other hon. Members might know. First 446 PARLIAMENTARY DEBATES April 6, 2006 of all, it is important ... view
